1. About

Institute for Electronic Participation (INePA), established in 2007, is as an independent, not for profit, non-governmental organisation professionally oriented on eDemocracy, eParticipation, eGovernance and eInvolvement. Organization's mission is to contribute to development of democracy with socially innovative use of Internet by citizens, civil society, institutions and decision-makers. INePA digital democracy activities focus on civil dialogue based e-democracy, citizens on-line participation at the EU level, digital citizenship and open government. INePA is coordinating the Network of NGOs for an inclusive information society in Slovenia. INePA is a member of the Pan European eParticipation Network (PEP-NET), the Central and Eastern Europe Citizens Network (CEE CN), the Centre for Information Service, Co-operation and Development of NGOs in Slovenia (CNVOS) and is listed among key actors in eParticipation developments (the European eParticipation Study 2009).

INePA coordinating partner of the project aiming to raise awareness of the possibilities for using crowdsourcing in fostering a democratic debate on the future of the European Union.

3.2 Digital Ecosystem for E-Participation linking Youth (DEEP-linking Youth), Erasmus+ Programme of the EU, (2015-2017) http://deeplinkingyouth.eu/. INePA external evaluator of the project aiming to explore how e-participation can foster young people’s empowerment and active participation in democratic life.

3.3 Democratic Ownership and Civic Participation in Europe (DOCPIE), Europe for Citizen programe, (2015) http://www.srce-me-povezuje.si/drustvolaz/?lng=sl&t=docpie. INePA provided external expertise for implementing on-line survey exploring awareness on European citizenship and European identity.

3.5 Puzzled by Policy -  Helping you to be part of the EU, ICT PSP, (2010-2013) www.puzzledbypolicy.eu. INePA leading partner of WP4 responsible for coordination of implementation of pilot sites (on-line involvement of target groups and feedback from decision-makers) in Greece, Italy, Hungary and Spain.

3.6 VIDI - Visualising the Impact of the legislation by analysing public DIscussions using statistical means, 2009-2010, (no: EP-08-01-014) http://www.vidi-project.eu/. 3.7 Online Participation of Citizens in EP Committee activities, 2008-2009, (EP-07-01- 012) www.ourclimate.eu. Simon Delakorda from Institute for Electronic Participation responsible for on-line forum facilitation and target groups involvement from Slovenia resulting in highest number of on-line participants among involved EU countries.

E-governance leadership is about involving citizens and civil society in public decision-making processes and in service delivery. This message is underpinning the main theme Transformative eGovernment and Innovation: Creating a Better Future for All of the United Nations Public Service Forum, Day and Awards Ceremony which took place in Manama, the Kingdom of Bahrain, from 24 to 27 June 2013.

Digital communication tools have not so far produced a dramatic increase in public participation or trust in representative democracy, neither have they hailed the end of these institutions. However, thanks to communication technologies and the Internet, society is becoming more inclined to direct-action democracy.

Inštitut za elektronsko participacijo in Mreža nevladnih organizacij za vključujočo informacijsko družbo sta s predstavitvijo Participatory democracy as substance of e-governance sodelovala na mednarodni konferenci Reinforcement of eGovernance in the Danube Region. Predstavitev je izpostavila nujnost delovanja participativne demokracije pri vzpostavljanju odprte in pregledne e-uprave ter vloge nevladnih organizacij kot ključnih akterjev pri naslavljanju izzivov digitalne družbe v javnem interesu.

Ključne vsebine iz predstavitve:

različni demokratični modeli odnosa med državo in civilno družbo s poudarkom na prednostih participativne demokracije; zaostanek večine držav v Donavski regiji na področju uporabe interneta za krepitev demokratične udeležbe v primerjavi z ostalim evropskimi državami; Mreža nevladnih organizacij za vključujočo informacijsko družbo kot primer organizirane civilne družbe, ki izvaja demokratične, stabilizacijske in ekonomske funkcije na področju digitalne enakosti, zasebnosti na svetovnem spletu, prostega programja, internetne nevtralnosti, odprte vlada in demokratične e-participacije.

Inštitut za elektronsko participacijo je z vabljenim predavanjem Učinek IPv6 na razvoj informacijske družbe sodeloval na 10. Slovenskem IPv6-srečanju, ki je potekal 9. junija v Tehnološkem parku Ljubljana. Predstavitev je potekala v okviru aktivnosti Mreže NVO za vključujočo informacijsko družbo na področju sodelovanja gospodarstvom in tehnično javnostjo z namenom reševanja izzivov na področju informacijske družbe.

V prispevku so predstavljeni razlogi za uvedbo internetnega protokola verzije 6, pomen protokola za razvoj informacijske družbe in demokracije z vidika dostopa do interneta in razvoja e-storitev ter izzivi njegove uvedbe in upravljanja.

Institute for Electronic participation is pleased to announce the launch of the European Citizens Crowdsourcing (EUCROWD) project. The project aims to raise awareness of the possibilities and to develop the skills at national and European level for using innovative channels of e-participation of citizens in politics and policy with a focus on the application of crowdsourcing in fostering a democratic debate on the future of the European Union.

Already third year in a row, Institute for Electronic Participation took part in the Citizens Participation Week 2012 by presenting possibilities and advantages of using internet for civic participation, activism and community building at the LUPA NGOs festival in Ljubljana.

Za in proti, zavod za kulturo dialoga organized the discussion »THE POWER AND THE INTERNET«, which was held on Friday, 23rd November 2012 at Faculty of Administration in scope of the program Active citizens take action.

Guest speakers were: Tanja Fajon, Member of European Parliament, Nataša Pirc Musar, Commissioner for Access to Public Information, Simon Delakorda, Institute for Electronic Participation, Blaž Golob, Center for e-governence, Nikolaj Jeffs, University of Primorska. We are pleased to introduce a new presentation brochure containing the most important information and facts about the Institute for Electronic Participation non-governmental organisation (INePA).

The brochure is presenting Institute for Electronic Participation mission, expertise, fields of work, affiliations, key projects, recognitions and legal information as well providing a selection of photos from digital democracy and e-participation activities implemented by INePA.

Za in proti, Zavod za kulturo dialoga organized an international conference "Active Citizens Take Action" in Maribor (Slovenia) as a part of international project ACTA. The conference focused on regulation of the internet and the internet as an enabler of democratic participation. Institute for Electronic Participation (INePA) participated at the conference by organizing a round table "Electronic direct democracy and popular uprisings on the Internet" and two workshops "Internet as an enabler of popular uprisings?” and “On-line tools for discussing immigration policy in the EU”. Abstracts and photo gallery from round table as well video from workshops are presented below.
