1. About

Institute for Electronic Participation (INePA), established in 2007, is as an independent, not for profit, non-governmental organisation professionally oriented on eDemocracy, eParticipation, eGovernance and eInvolvement. Organization's mission is to contribute to development of democracy with socially innovative use of Internet by citizens, civil society, institutions and decision-makers. INePA digital democracy activities focus on civil dialogue based e-democracy, citizens on-line participation at the EU level, digital citizenship and open government. INePA is coordinating the Network of NGOs for an inclusive information society in Slovenia. INePA is a member of the Pan European eParticipation Network (PEP-NET), the Central and Eastern Europe Citizens Network (CEE CN), the Network of NGOs for an inclusive information society in Slovenia (NVO-VID) and is listed among key actors in eParticipation developments (the European eParticipation Study 2009).

4.1 SMARTeD - Smart eDemocracy Against Fake News, Europe for Citizens programme, (2018-2020) INePA responsible for implementing international on-line survey targeting experts in the field, local workshops organisation, national practices identification and contributing to recommendations for decision-makers.

4.2 EUCROWD - European Citizens Crowdsourcing, Europe for Citizens programme, (2016-2017) INePA coordinating partner of the project aiming to raise awareness of the possibilities for using crowdsourcing in fostering a democratic debate on the future of the European Union.

4.3 Digital Ecosystem for E-Participation linking Youth (DEEP-linking Youth), Erasmus+ Programme of the EU, (2015-2017) INePA external evaluator of the project aiming to explore how e-participation can foster young people’s empowerment and active participation in democratic life.

4.4 Democratic Ownership and Civic Participation in Europe (DOCPIE), Europe for Citizen programe, (2015) INePA provided external expertise for implementing on-line survey exploring awareness on European citizenship and European identity.

4.5 Time for Women's rights and Gender Equality in Montenegro, Slovenia's developmnent cooperation, (2014-2016) INePA provided external expertise for implementing on-line consultations.

4.6 Puzzled by Policy -  Helping you to be part of the EU, ICT PSP, (2010-2013) INePA leading partner of WP4 responsible for coordination of implementation of pilot sites (on-line involvement of target groups and feedback from decision-makers) in Greece, Italy, Hungary and Spain.

4.7 VIDI - Visualising the Impact of the legislation by analysing public DIscussions using statistical means, 2009-2010, (no: EP-08-01-014) INePA responsible for Slovene use case Citizen's forum European debates providing a national on-line deliberation space for facilitated public debates and consultations on relevant European issues (

Partnership with civil society is a key to transformative E-government

E-governance leadership is about involving citizens and civil society in public decision-making processes and in service delivery. This message is underpinning the main theme Transformative eGovernment and Innovation: Creating a Better Future for All of the United Nations Public Service Forum, Day and Awards Ceremony which took place in Manama, the Kingdom of Bahrain, from 24 to 27 June 2013.

Participativna demokracija kot temelj e-vladanja

Inštitut za elektronsko participacijo in Mreža nevladnih organizacij za vključujočo informacijsko družbo sta s predstavitvijo Participatory democracy as substance of e-governance sodelovala na mednarodni konferenci Reinforcement of eGovernance in the Danube Region. Predstavitev je izpostavila nujnost delovanja participativne demokracije pri vzpostavljanju odprte in pregledne e-uprave ter vloge nevladnih organizacij kot ključnih akterjev pri naslavljanju izzivov digitalne družbe v javnem interesu.

Institute for Electronic participation is pleased to announce the launch of the European Citizens Crowdsourcing (EUCROWD) project. As a part of the closing event for the Europe for Citizens Programme 2014–2020 "Citizens For Europe: The Success Stories", the European Citizens Crowdsourcing (EUCROWD) project coordinated by Institute for Electronic Participation in 2016-2018 gained recognition as the success story of the Europe for Citizens Programme. The project raised awareness of the possibilities and developed the skills for using innovative channels of e-participation of citizens in politics and policy.

Conference ACTA – Active Citizens Take Action

Za in proti, Zavod za kulturo dialoga organized an international conference "Active Citizens Take Action" in Maribor (Slovenia) as a part of international project ACTA. The conference focused on regulation of the internet and the internet as an enabler of democratic participation. Institute for Electronic Participation (INePA) participated at the conference by organizing a round table "Electronic direct democracy and popular uprisings on the Internet" and two workshops "Internet as an enabler of popular uprisings?” and “On-line tools for discussing immigration policy in the EU”. Abstracts and photo gallery from round table as well video from workshops are presented below.

Zavod INePA (Inštitut za elektronsko participacijo) je prva profesionalna nevladna organizacija na področju razvoja demokracije in sodelovanja javnosti s pomočjo novih spletnih tehnologij.
