Political informatics: civil society addressing technocratic e-governance and fake e-democracy

Simon Delakorda from the Institute for Electronic Participation (INePA) discussed the role of non-governmental organizations as e-democracy intermediaries in his presentation Political informatics: how should civil society address technocratic e-governance and fake e-democracy? at the Ohrid e-Democracy Conference 2012.

Presented started with a short introduction into five democratic risks of digital society (digital inequality, internet control, commodification of internet, technocratic e-governance and fake e-democracy) focusing on the later two. Elements of technocratic e-governance and fake e-democracy were identified on two cases from Slovenia, one from www.predlagam.vladi.si (I propose to the government) and E-government subportal e-democracy.

Consequences of democratic risks impacting citizen's involvement into decision making process such as disappointment, distrust, disengagement, informal or alternative as well conflict driven participation were emphasised in presentation. The role of NGOs as e-democracy intermediaries was highlighted in addressing democratic risks of digital society mainly through public advocacy and partnerships with governmental institutions (pilots, participatory design, citizens sourcing, community building and dissemination).

Finally, main trends and concepts of political informatics were presented such as grass-roots digital democracy, collective intelligence, liquid democracy, open innovation and living labs.
